The purpose of the SS/HS State Planning and Community Pilot Cooperative Agreements is to create safe and supportive schools and communities by bringing the SS/HS model to scale. SS/HS funds are intended to support the development and implementation of a comprehensive plan of activities, services, and strategies to decrease youth violence and promote the healthy development of children and youth. The expectation is that these grants will facilitate wide-scale adoption and operation of the SS/HS Initiative and build state- and community-level partnerships among educational, behavioral health, and criminal/juvenile justice systems that promote systems integration and policy change and sustainable policies, infrastructure, services, and supports.
As part of the application process, the state/tribe will select three local pilot communities to partner with to develop and implement a comprehensive plan. Together the local pilot communities and state/tribe are expected to improve collaboration across all child, youth, and family serving organizations, improve access to the availability of evidence-based prevention and wellness promotion practices, and focus on both school-based and community-wide strategies to prevent violence and promote the healthy development of children and youth.

The Safe Schools/Healthy Students Framework Tool was created over the past twelve years based on the experiences of SS/HS grantees and evaluations of the SS/HS Initiative. The Framework can be used as a planning process and a tool to guide the development of the SS/HS comprehensive plan, assuring that appropriate services and interventions will be identified. The SS/HS Framework has three components: the five SS/HS Elements, Strategic Approaches, and Guiding Principles. Used together, the three components assist with the identification of strategies and services for each of the five SS/HS Elements that link to strategic approaches and guiding principles.
